Arch
nothing by default - maybe like Linux from scratch.
cannot think of a better choice than Arch
downside: configuration files dont really relate much to how other distros doing it.

Slitaz

Slackware boots to a text screen by default. A base Debian system also defaults to a text screen if no GUI packages are installed.
